Improve the comment feature

For Todo, I would like to see improvement in the Comment feature:

1. Be able to upload attachments to the comment

2. Be able to support more MD tags like quote, image or even table

3. Be able to reply to a previous comment on the same thread. (Essentially doing a MD quote, but in an automatic manner)

4. Be able to tag other Todos in the comment.
